We are looking for a Project Planner for a fixed-term position in the Entrepreneurship, Business and International Workforce Services unit of the City of Tampere's Employment and Growth Services from 2 November 2026 to 30 November 2028. The start date is negotiable.

As a Project Planner, you will develop an impact-based funding model, incentive systems and indicators. You will analyse the cost structures of employment services, produce calculations and scenarios, and build operating models for monitoring and evaluating impact. You will also take part in preparing suitability assessments, developing data-driven management solutions, and evaluating and documenting project results. In this role, you will be responsible for the project's funding model, impact and analytics.

Success in this role requires an independent, proactive and development-oriented working style as well as strong collaboration skills.

The position requires a university degree and experience in development work and project-based tasks in customer-facing services.

The following will be considered an asset:
- Knowledge of public administration, employment and business services, and regional or societal development.
- Knowledge of public procurement and value-based or impact-based operating models.
- Strong analytical and data processing skills, and the ability to use digital and AI-based tools.
- Experience in impact assessment, cost or scenario analysis, and developing indicators, monitoring structures or evaluation frameworks.

Proficiency in Finnish and English will also be considered an asset.

The monthly salary is €3,458.69, based on the job level, plus a work experience increment and any other applicable salary supplements
